Job Description:
Summary: This position description covers the Field Service
Engineer (FSE) position. The FSE position is accountable to the
Work Group Lead (WGL) for the overall support of in-scope work in
WBS130. The FSE is responsible for understanding the RF&ESS
Statement of Work (SOW) and the Performance Work Statement (PWS)
and specifically understanding the WBS130 sections of the SOW and
PWS. This includes troubleshooting, repairing, procuring, and
sustaining and development of all systems related to the Telemetry
and Radar Acquisition data Processing Systems (TRAPS), Mission
Control Centers (MCC), data distribution and recording systems,
Mobile Operations Facilities (MOF), Range Safety Station (RSS) and
project owned Ground Control Stations (GCS). Troubleshoot analog
and digital circuits to component level; as well as be responsible
for overseeing all associated technical support to ensure timely
completion of work while meeting or exceeding quality standards.
The FSE position receives technical and administrative guidance
from the WGL. Work is reviewed for compliance with accepted
practices and AS9100 Quality Management Standard compliance.
Essential Duties & Responsibilities: Comply with Dryden
Aeronautical Test Range (DATR) Configuration Control Board (CCB)
processes, including Configuration Change Requests (CCR), System
Test Reports (STR) and Discrepancy Reports (DR) to ensure accurate
and timely reporting. Develop and update configuration drawings in
Visio. Perform periodic and corrective maintenance and sustaining
engineering on highly specialized telemetry real-time data
processing and post flight processing systems in accordance with
established procedures and can independently troubleshoot, recover
and work around routine and non-routine problems. Independently
work with customers and projects to develop, integrate, test,
install, operate and maintain complex system of systems while
maintaining high standards of workmanship while following NASA and
DATR establish practices. Ability use test equipment such as:
Spectrum Analyzer, O-Scope, Multimeter, Power Meter and other test
equipment. Technical familiarity with the equipment operated and
maintained at the Armstrong Flight Research Center desired. Provide
specialized support essential for the successful operations of
mission critical facilities. Implements quality procedures and work
instructions. Review and approve employee's timecards if the WGL is
not available. Train and mentor junior-level personnel. Provides
technical direction and performs technical tasks for all activities
within WBS130. At the direction of the WGL, assign work to the
junior-level employees in the section and recommends training as
required. Coordinates and manages the System Operations and
Maintenance Plan (SOMP) for the equipment assigned to the WBS130,
including preventive and corrective maintenance. Proposes new
processes based on innovations or in response to negative trends
observed during project tracking analysis. Implements quality
procedures and work instructions. Manage and provide sustainment
and test engineering support. Perform other related duties as
required by management to include supporting other work centers
during surges. This may include cross training into other function
areas to meet overall contract performance objectives. As required,
may be delegated to fill in as the Work Group Lead . Knowledge,
Skills, and Abilities Required for this Position: Must have a
strong technical background with an emphasis on operations and
maintenance of highly specialized telemetry and radar data
processing systems. Perform the operations, maintenance and
troubleshooting of relevant equipment, cable fabrication and
termination with an emphasis on electronic theory. General
knowledge of MM and SM fiber optic systems and applications. In
depth knowledge of PC hardware and software operating systems,
networking, and troubleshooting. Excellent customer service skills.
Computer system literacy. Ability to effectively use word
processing and spreadsheet software programs such as Microsoft
Word, Excel, Power Point, Visio and Outlook. Technical familiarity
with the equipment operated and maintained at the Armstrong Flight
Research Center desired. Ability to read, write, speak and
understand the English language. Ability to effectively work in a
technically diverse workforce. Ability to effectively present
technical information to various audiences ranging from the
customer to the RF&ESS senior management team. Ability to
comprehend electronic formulas, drawings and schematics. Analyze
and troubleshoot electronics systems and sub-systems to the
component level. Work under the pressure of a real-time mission
environment. Use a computer to input and retrieve information and
data, perform work in an ISO compliant/certified environment. Must
have excellent interpersonal skills to work with all levels; to
include conflict resolution and mentoring. Ability to obtain and
maintain a Government Secret Security Clearance. Must possess a
valid California driver's license. Qualifications: Education :
Associate degree in Electronics Technology or a similar field. In
lieu of the associate's degree, High School graduate or High School
equivalency and completion of formal training in an accredited
commercial or military electronics school. Experience : At least
eight years of related work experience which should include range
operations in aircraft and/or spacecraft testing. Core
Competencies: In-depth knowledge of : Operations and configuring
Telemetry and Radar Data Processing Systems, and data test
equipment. Preventive maintenance and troubleshooting procedures
for Range systems. Experience with Range systems and test equipment
to troubleshoot problems. Ability to : Communicate effectively in
both oral and written form; apply the principles of logical or
scientific thinking to define problems, collect data and establish
facts and draw valid conclusions. Establish and maintain successful
working relationships. Interact effectively with system users.
Analyze data and resolve problems. Work in a team environment; work
under deadlines; effectively use a computer to input and retrieve
information and data; Perform work in an ISO compliant/certified
environment. Ability to obtain and maintain a government security
clearance. Work Environment, Physical and Mental Demands: Typical
field and shop environment with exposure to some unusual outdoor
environments (heat, cold and wind). Ability to work extended and
flexible hours including weekends. Ability to pass a heavy
equipment physical exam required to operate motorized equipment
such as forklifts, bucket lifts and platform personnel lifts.
Ability to lift up to 50 lbs. occasionally. Ability to climb
stairs, climb on pedestals and antenna work platforms Ability to
use a computer to input and retrieve information and data. Travel
